The Trust for GovÂerÂnors Island invites food and bevÂerÂage purÂveyÂors and operÂaÂtors of recreÂation and enterÂtainÂment ameniÂties to subÂmit proÂposÂals on a rolling basis to operÂate conÂcesÂsions on GovÂerÂnors Island durÂing all seasons.
GovÂerÂnors Island is one of New York City’s most unique, beloved desÂtiÂnaÂtions. Each year, nearÂly one milÂlion visÂiÂtors from around the five borÂoughs — and the globe — enjoy a robust calÂenÂdar of culÂturÂal proÂgrams, pubÂlic art, events and recreÂation, an award-winÂning park with unriÂvaled views of the New York City skyÂline, and more.
Past conÂcesÂsions hostÂed on GovÂerÂnors Island include dozens of diverse food and bevÂerÂage venÂdors, from full serÂvice estabÂlishÂments with seatÂing to grab-and-go food trucks and stands, bicyÂcle and athÂletÂic equipÂment rentals, famÂiÂly friendÂly amuseÂments, mini-golf, makÂers marÂkets, tickÂetÂed instalÂlaÂtions and attracÂtions, and more.

Located at gateway between the Historic District and expansive new park and minutes from both the Manhattan and Brooklyn ferry landings, Liggett Terrace operates as the Island’s traditional food court with a mix of grab and go and seated offerings and multiple public seating options. Outdoor space is available for both semi-permanent and mobile operations, including potential rental of existing container vending locations. Offsite storage for dry goods and cold storage is available upon request.
Available Area: Individual sites of 2,500-6,000 SF within larger food court
Electrical Service: Up to 200 Amps

Self-contained food trucks or carts towed by vehicles capable of onsite food preparation are welcome to apply to operate in pre-approved high-traffic locations on the Island. Trucks and/or carts may arrive and depart daily or remain onsite for a determined period. Offsite storage for dry goods and cold storage is available upon request.
Mobile operations, including small stands, trikes, or pushcarts can be assigned to specific locations or relocate throughout the day around the Island. Mobile units should maintain a regular, prescribed route to service the more remote locations along with highly trafficked areas. We envision a small, electric or pedaled vehicle that is constantly on the move (e.g. a beverage bike). Offsite storage for dry goods and cold storage is available upon request.

ProÂposÂal Requirements
Your proÂposÂal should include the folÂlowÂing at a minimum.
- PerÂsonÂal and busiÂness biogÂraÂphy: Tell us about yourÂself and why GovÂerÂnors Island is a great fit for your business.
- °ä´Ç²Ô³¦±ð±è³Ù: What will you serve, or what ameniÂty will you proÂvide? What is the stoÂry behind your offerÂing? ProÂvide as much detail as you can, includÂing but not limÂitÂed to samÂple menus, detailed descripÂtions of dishÂes, sourcÂing inforÂmaÂtion, a list of serÂvice offerÂings, prices, storÂage and prep needs, etc.
- LocaÂtion option and details: Which GovÂerÂnors Island site or sites are ideÂal for your conÂcept? Each operÂaÂtor will be responÂsiÂble for the design as well as the conÂstrucÂtion, furÂnishÂing and operÂaÂtions of its site to the extent necÂesÂsary and applicÂaÂble. TemÂpoÂrary strucÂtures can be built or pre-fabÂriÂcatÂed items can be brought onto the Island, such as shipÂping containers.
- PhysÂiÂcal strucÂture and design sketch: What will your site, strucÂture, truck or mobile unit look like? ProÂvide a sketch or samÂple of aesthetic.
- OperÂaÂtional Plan: Staffing plan, hours and days of operÂaÂtions, openÂing and closÂing proÂceÂdures, cleanÂing schedÂule, storÂage requireÂments and anyÂthing else that seems relÂeÂvant to daiÂly operations.
- ReceivÂing plan: All staff and mateÂriÂals must arrive via ferÂry. GovÂerÂnors Island is a car-free enviÂronÂment and vehiÂcles carÂryÂing equipÂment and supÂplies are genÂerÂalÂly restrictÂed to the earÂly mornÂing. In your proÂposÂal, include times of day, days per week, receivÂing staff and proÂjectÂed space requireÂments per delivÂery (e.g. numÂber of casÂes, hand-trucks, etc.). A detailed vehiÂcle polÂiÂcy will be proÂvidÂed upon agreement.
- UtilÂiÂty and elecÂtric needs: Please proÂvide an equipÂment schedÂule showÂing intendÂed uses and list of each piece of major equipment’s elecÂtriÂcal draw.
- SinÂgle SeaÂson ProÂforÂma: Include income and expense proÂjecÂtions for each month of operation.
- ¸é±ð´Ú±ð°ù±ð²Ô³¦±ð²õ: ProÂvide up to three relÂeÂvant busiÂness references.
Fee RequireÂments
ProÂposÂals must include a fixed site fee and/​or a revÂenue share based on gross sales, along with a secuÂriÂty deposit.
- The Trust reserves the right to accept, negoÂtiÂate or reject any proÂposÂals received under this RFP.
- OperÂaÂtors proposÂing a revÂenue share will be required to use an approved point of sales sysÂtem and report monthÂly gross sales to the Trust in a proÂvidÂed template.

ProÂposÂals will be evalÂuÂatÂed for:
- OperÂaÂtional experÂtise: ExpeÂriÂence operÂatÂing conÂcesÂsions, high-trafÂfic or outÂdoor locations
- ConÂcept and qualÂiÂty: Menu, culiÂnary and/​or ameniÂty exeÂcuÂtion; range of offerÂings and price points
- Design exeÂcuÂtion: ProÂfesÂsionÂalÂism and aesthetic
- ProÂposed fee offer
